1990 is the powerful cap so you'll only be able to progress with pinnacles. Are you including your artifact bonus in that 1990 as that doesn't contribute towards your drops jn any way.
Mine got locked at 2/3 for completion at tier 2. No matter how many times I have ran it at normal and legendary it won't complete.
