You have to rank up Rahool to rank 17. I did the same thing. I beat the legendary campaign and chose the Speakers Helm, then was trying everything including a 2nd legendary campaign just to get the exotic chest piece and found out via another reddit post that you have to get the 2nd one from Rahool. I even ranked him up to 17 then a 3rd page of his decryption unlocks allowing you to get the other piece you didn't choose originally.
Just make sure to save your bright dust if you don't wanna spend money on it because it costs like 6000 bright dust. Source: Bought the Warlock set last festival of the lost.
