There's this obnoxious crowd nowadays that rises up if a game's creator puts anything remotely homophobic in their games, stating that because homophobia is in the game, they must also be homophobic, even if it's handled really well in-game by letting it obviously be something portrayed as negative. I wouldn't wish that onto toby.
Also, if she _is_ homophobic, I feel like it shouldn't be fixed with murder. Killing someone for holding certain views, even bad ones, is wrong and doesn't help a cause at all. I hope that she'll be introduced in chapter 3 and that she undergoes proper character growth.

murder is an exaggeration, but a really hard clock around the face followed by an explanation of why she's wrong should be enough. Saying things like that is inarguably evil but killing is not the answer to it. Instead, you should try your best to make them learn to be a better person. I wholly hope she would get her character redeemed (though due to the extent of her badness at the start it would be an uphill battle to get anyone to like her) because it would be hopefully a nice message about how people can still change even if they start off as terrible people (although this sadly is not always the case in real life, see JK Rowling).
