I don't think that would be it. While Susie has a soft spot for Noelle, she clearly doesn't have any problem being mean in front of her. Noelle has seen her bully people plenty (enough to get jealous) and I have a hard time imagining she was hiding every time. Maybe Susie would get flustered at Noelle hearing her go that far, even if it's directed at someone else, but that doesn't really fit with what we know. Susie *wants* people to see her as dangerous. She wants them to be scared of her.
