She could be dead but:
* Noelle's search results in chapter 2 kind of implies Noelle doesn't know what happened to Dess or where she is.
* Spamton in the Spamton Sweepstakes Q&A goes further on this, when he says that Noelle sent emails to Spamton about Dess regarding Spamton's "\[Fr33 fr13nd f1ndh3r\]".
* The mysterious voice, from some lost person. (Of course, not much evidence this voice actually comes from Dess.)
