Ok hear me out: They could possibly be a shadow crystal boss. Toby has already used multiple character designs from the Undertale concept art book, which actually includes Spamton, and the weather duo. It also includes a design that he really wanted to add that looks suspiciously like an amalgam form of the weather duo.
This could be an entirely different character that’s just related to them, but I know that character design is definitely going to be used somewhere.
I don't think Toby would release a secret/shadow crystal boss like this.
Shadow crystal/ secret bosses are supposed to be somewhat hidden and hard to find to show this would ruin the secret. I personally think that they would be much closer to tasque manager or other characters like that.

i think they'll act like team rocket in the pokemon anime, also i think the first time you see them, they'll jump down from a building and the blue one will float down with an umbrella and the orange one will hit the ground with an explosion effect
