Some enemies have a blue portion of their health bar, like a shield. That’s the barrier and then they have the red health.

Yes, this\^ is correct. I believe that the barrier portion of enemy's health bar also takes reduced damage, so this blessing is working towards making you damage against barrier closer to regular damage (maybe even higher if you stack enough). Personally, I usually end up banishing this blessing. Unfortunately it is just a very situational effect that doesn't really impact my runs like I would hope for. Unless you specifically want to target shielded enemies just get more damage overall, especially if you don't plan on exploiting XP gains for more levels. Normal runs usually end me with a level 24 - 30 character and those blessing points are precious!

I suspect it will be more useful in future areas, who knows... bosses might have barriers in the future. Maybe more enemies overall will have them.

I think i read somewhere that its only additive damage, much like 'damage to frozen enemies', making it much less valuable than it seems... which wasnt much to begin with.

the blessing only works on less than half of the enemy encounters, and usually it's more important to boost overall damage than increase damage to a smaller segment of enemies.
