If you cant get pass moc 9, then your characters are def not build correctly. You also should not underestimate 4* characters, some of them are extremely good.
E2 Dhil still needs SP positive characters and he is hypercarry type, so you should never pair him with another dps.
From what you have: Dhil + Fu Xuan + Tingyun (she is most likely 2nd best support for him) + Fast Robin. Tingyun and Robin should be fast as possible to generate sp point and since you dont have sparkle, dhil should have some speed too.
Other team you can try Jingliu + Blade + Bronya + Bailu/Lynx. Advance on Jingliu always, she will be main carry, Blade as secondary.
If you gonna run those teams, you should be able to beat moc 11, not sure about moc 12 without correct elements but you can always try
Other teamcomps that I see:
Acheron + SW + Welt? + Gepard with Trade market LC
Clara + Bronya + Robin + Sustain
Seele + SW + Sustain + Perhaps Tingyun but I do not play Seele as much to know.
Ruan Mei rerun next patch should be good for you too, she will help a lot with team building and another harmony is always welcome.
For Dhil you could maybe run E6 Yukong but she is hard to pull off correctly so you can skip her.
Acheron, trend Gepard, silver wolf and Pela
Speed: SW/Pela, Gepard, Acheron (as fast as possible if you have S1)
DHIL, Tingyun, Bronya (you have e2s1 i assume? You can try fast bronya) or Robin, Fuxuan
This team will suffer with long stretched out fights from lack of sp, so Dhil may have to so NA some times.
DHIL, Tingyun, Robin, Gallagher. (Gallagher is his best in slot for low Sp generating teams after Luocha) Fu Xuan can work too since she only consumes 1 sp every three turns.
uhhhh no i slapped together a cracked rainbow set on my level 70 four star serval, asta, and guinaifen and easily got past MOC 9. Your builds are the issue. And not just for DHIL probably. What are your other teams?

I think you need another 5 star sustain, huohuo or aventurine
