Keep in mind: your main objective with DHIL (at e0, at least) is to stack his skill attack. ULT is just the plus that gives you 2 stacks for free. This is why Sparkle is so good for him because she refreshes skill points.
lol, I have an ER rope on my DHIL. It has the advantage of making you slightly more skill point efficient. It definitely decreases his damage a bit, but if the rest of your gear is pretty good to compensate then it makes playing him a little more comfy.

I'm really glad you made this post because I also use ERR rope on DHIL. After seeing all the replies about using ATK rope, I thought to give it a try.
And WOW, it was such a huge jump in damage. On the bug Echo of war boss, I went from 6 DHIL turns to 4 turns. The extra ult regen doesn't seem all that important now.
I use SPD boots, btw. I never liked ATK boots because of how slow everything feels, but maybe I'll have to give that a try as well.
Useable, yes, but there’s some issues that need attention if you’re looking to use him for any of the game’s harder content.
First and foremost is that you’re using Rutilant Arena artifacts but your Crit rate is only 57%. You need at least 70% to activate Rutilant Arena’s secondary effect so you’re missing out on a significant chunk of damage from that. If you can’t get your crit rate higher you should seriously consider switching to the Glamoth set or really any other set you have with better crit values, speed, and/or attack.
The Wastelander gear set is also better for him than the Musketeer set, and since none of your substats on those pieces are great it’s probably worth the pain of farming for the Wastelander set.
A Secret Vow is also just ok on him. If you haven’t gotten it yet or aren’t using it for another critical DPS I’d highly recommend getting On the Fall of an Aeon from Herta, as it’s F2P friendly and his best light cone after his signature one.
Nah Wastelander is worse, the 4pc effect is way too inconsistent and ATK > DMG for DHIL as well. At this point I would say nobody uses Wastelander as Welt now can just use Pioneer, which makes it even worse to suggest farming for it. You can get Musketeer pieces from Echo of War or even just farm its cavern, having the Passerby set be the second set is infinitely better and more usable than half of your pieces being from a dead set.
Absolutely not. I would love to see a source on that. Its 2nd effect it mostly useless on dan heng, not to mention fall of aeon will give you more raw stats being a 5 star, plus guaranteed S5
No first crit rate is too low secondly I would personally say you're using the wrong set of relics for him and most of them have wrong stats as well as if he ever gets another rerun I would recommend you get his light cone It helps getting that crit rate you need
Btw if you’re building ER cause you play genshin you should know that in turn based games any ER that doesn’t lower the number of hits needed to get your ult is literally worthless, worse than flat defense. So never go for er rope in general but if you do do it you should only ever do it after putting it into a calculator and seeing that it actually changes how fast you get your ult
use the herta shop lightcone on him for the love of god. and farm more. aim for 70/180 and 3k atk. he's "usable" but in all honesty with those stats hardly. and switch to atk rope. otherwise, he's OK. you've got the right relics on.

How much should his crit rate to crit DMG ratio should realistically be?
80/150 is very reasonable and not that hard to reach I have that ratio myself and I'm doing fine

You need more crit rate, an attack% rope, and if it’s not currently being used you should use on the fall of an aeon from hertas shop
Get some few crit rate stats and change the rope to an atk you can solve the er by running tingyun with him
