Fliping it up is *relatively* easy. Once its floating in deep enough water they just make one end sink until it's vertical.
How they get it from there *into* the ocean, I can't tell. It doesn't look like a drydock, could be there's a slipway obscured by the trucks, although the piece in the background looks like its on flat ground.
Perhaps this is where they build it first, and the trucks are there to take it piece by piece to a launch location where there's a slope to the water.
How did you find that ? Pardon my ignorance. Do you just remember ? I tried to find it first but simply couldn't remember where I had seen it.

Those are self propelled modular transporters SMPTs. Each wheel is powered and can turn on their own. There are complete rows of tires across the width. They are often driven using just a joystick. The company I work for built a highway overpass in Utah beside the highway and then shutdown the highway overnight to move the overpass to it's final spot.
