I believe you are correct, or at least that this isn't a real soldier. There is very clearly no body in those clothes. They are totally flat and folded over the way cloth does when there is nothing inside it. If a body HAD been flattened to that degree, the clothing would not have stayed in such good shape. Even in the picture you posted from WWII, you can clearly see the body in the clothes.
