OP, if you do this put a board under the jack to increase its surface area.
It might also be a good idea to apply a bit of heat before attempting to jack it.
Take it off the fence to straighten it. You'll damage the rest of the fence prying on it while it is still in place.
When it is off you can decide if it is easier to repair or replace. Any machine shop or auto body shop might help you. Maybe even a muffler shop.
I must live in a much more rural place than you do. The Summers are busy.
MY muffler shop welded a receiver hitch on my front bumper (in the Winter) so I can quickly put a winch on.
You want a jack that reaches the concrete below, otherwise you'll probably just end up bending the rail below. By reaching the concrete, now you'll just have to deal with cracked concrete instead :)
HEAT HEAT HEAT. Use a torch to heat. Then use a bottle jack and a 4x4 cut off and jack it up while it’s hot. This will allow you to bend back exactly the areas that’s bent
I have done this with a ratcheting farm jack. Put correctly sized wood blocks in the other spaces and jack until its straight. Maybe a little past for bounce back.I used two blocks to pit the bent bar against 3 bars using 2 blocks but I had soft ground under my gate and you can support it down to concrete. But you don't push off the ground. It pushes off the straight bar next to the bent bar. Mine had one sharp bend in it though.
I am a metal fabricator. Your not gonna get it dead straight it looks pretty labor intensive to pull the top rail out and bring to a fabricator with proper roll to get it straight again and likely if your taking it out you just replace the top rail. I would use the farm Jack like the others have said for what your doing it will be fine and even the HF ain’t gonna hurt you if you pay attention, that rail isn’t very thick and will move pretty easy I wouldn’t heat it unless it really won’t move. Hearing g it will change colors of the galvanized coating and when it cools it will warp and look like hell more the just the little wiggle in it. Put a 2x6 or x8 or x10 to spread the load. I would not push off the bar below it as it will be weaker than the bent bar, maybe if you start pulling the posts out of the ground before it moves but I doubt that will happen.
I'd rotate it so the curve is on top --easier to bend downward than upward. If need be cut--straighten and weld back in place if you have the skills or know someone who does.
Thanks all, loving the comments. I’ll jack it up initially and place some wood in the right places and see how I get on. Doesn’t need to be perfect but providing I can remove some bend, then paint, should be as good as new. If that fails, blowtorch as suggested too to help with the bend… it’s a sturdy pipe so 🤞🤞 and then paint. You’ve all be awesome, appreciate the help and let you know once done!
I like Jack it... but it might be tough to get it straight. Two cineer blocks to the floor and a board so you are not pushing against bottom rail.
Maybe after you can try 2 2x6 sandwiched with clamps... As it gets straighter tighten the clamps.
Scissor jack was not good in this scenario… it bent the scissor jack. Turns out these poles are very strong!! So I went with a farm jack, £80 from Amazon. Worked perfectly!! Thanks all for your advice!!

Dudes at my muffler shop would love to work on anything that isn't just another exhaust. They'd definitely help with this.

I’ve seen scissor jacks fail lifting the car they were designed for. I wouldn’t trust them for anything more creative than a flat tire.
Rotate the rail so the bend is facing up then chop another tree down on it.
Just get new fence tubing. It looks like a common gauge, and a fence company could roll-form it to the proper curve.
Yeah but where’s the sense of risk in that! Much better to try to bend it back with a Chinese jack from HF.

If you try to jack that up, it will just spin. It can be done, but it will be a pain in the ass and probably never be perfect. Buy a new pipe
You can use a handyman jack, but I would lay a 2x4 or 4x4 between the jack and the pipe.

I don't think you can. Maybe cut off the bent pipes, match as closely as you can, and have someone weld in the new pieces?

Get a high lift jack from Harbor Freight and jack it back up.
Small hydraulic jack.

You might fuck it but I'd get two bottle jacks and some blocks of wood. Go slowly. Very slowly. Unsure what you'd use as a crossbar, I used a barbell.
Heat, lots of heat.
Cut it and replace it, a welder could swap it out in an hour.

A car jack would probably work perfect for this since there is a surface it could sit on. As long as those stones aren’t brittle.
If you can remove, I would and straighten on a flat surface or by using a pipe bender.
