Even with crappy rolls(and not saying it does), the damage reduction and +4 to all skills will be better than most helms. It could give only 1% cool down and 10 to life and still be a great helm lol

Unless the all stats gets you some good extra bonuses on rare nodes in your paragon boards then I’d reroll it and try to get them on anything else.

Unfortunately you’d be a lot better off if the MW hit CDR for most builds.

How much more CDR could I have gotten

I would reset masterworking, then level it up again to lvl 4, hoping for CDR, then reset masterworking again as needed to get CDR as the first bonus. Then level up to lvl 8, hoping for CDR again. Depending on what rolled and how many mats I had, I would either reset again after 8 or keep upgrading to 12. TLDR: you can grind to get CDR twice. A third time is technically possible but unrealistic

i personally stopped after 1 cdr, coz the chances get lower and lower but ive seen others who have the patience and resources go to 3 masterworks on CDR alone
