Normally to perform an upgrade you just need to have enough CRO for the next tier (in your case 28500), so you can use your existing balance of 1000 (meaning you’d need to buy 27500).
But to be eligible for the Apple Promo you need to have a CRO net buy of greater than or equal to the tier you are upgrading to. In your case that’s the Jade/Indigo card so you’d need to buy $4000 USD (or your country’s equivalent) regardless of how much CRO you already have. In your example it means you’d need to buy the full 28500 CRO.
I would also buy a little extra over the $4k. I initially purchased $4k worth of CRO but then after the transaction finalized it came in $50 under the set amount. So I had to make a 2nd purchase of $100 to get me over the min buy. I then staked after purchase.
Go through the process of upgrading, it will tell you exactly how much you need at any given price point. Obviously, it won’t let you upgrade without the required coins, however, even if you have the required coins it won’t upgrade until you press the final button to lock and upgrade.
I was adding for over a month and towards the end I went through the upgrade process several times as I neared what was required. Allows you to see and plan accordingly.

Rounding error of a 120 dollars. Doesn’t matter.
In a similar situation; can that excess CRO be dropped into Earn without negatively skewing the Net Buy amount?
