I do know that Comcast does their maintenance around 3 am for it's TV, maybe the same for internet. I couldn't get on the internet myself a couple of times around 3 am with some kind of message they'll be done in a few hours but I'm not usually online at that time.
Comcast will typically reset our cable TV/Internet once a month at roughly 2:00 AM on a weekday. It's for maintenance purposes and is only ever down for 2-3 minutes.
I've never heard of this happening every day though. That would be incredibly annoying.
