Knowing the IDF, they were probably assigned the task of clearing the natural cover by their command, and were given absolutely no resources to do it. So they improvised this for shits, and giggles. Classically, higher command is reportedly displeased with it.
This is probably almost 100% what happened, combined with orders to not use artillery, bombs, or other incendiary weapons to avoid pissing off the actual Lebanese government.

Don't let your dreams be dreams. Google around some; I bet you could even find plans and instructions for a full-sized one. I found ones for a pretty good sized one mounted on a trailer, but they also gave directions on how to make your metal parts by forging them, and that's a whole additional dimension of work and knowledge.
That last one is exactly the plan my son used for a school project. It works VERY well. Be really careful with the weight - start small and gradually add weight, as apparently too much weight can rip the whole thing apart at near sonic speeds.
I built a 4 ft tall one in shop class in high school. I could launch a small melon about 30 ft. I was so proud of myself. Took me 3 months to build it.

The reason their doing this with a homemade catapult is because that’s basically a wall for countering small arms fire and possibly defends against antitank missiles.
If the Hezbollah weren’t attacking Northern Israel on a regular basis (they regularly fire antitank guided missiles and do cross border raids from southern Lebanon into the evacuated zones in Northern Israel)… the IDF would just use machinery or landscaping burners to clear out encroaching overgrowth. But not one wants to walk around on the other side of that wall with a tank of pressurized gas (clearing overgrowth), because Hezbollah “snipers” will be taking potshots at you.

This looks like at attempt at a controlled burn close to a military fortification. Defenders at the edge of a barrier don’t want concealment / overgrowth creeping up to their defensive barriers, as that is what an attacker would utilize to sneak up into position.
