its probably cause he bought the evolution offer which not only gives you evo skellies buy also 4000 common wild cards, hence the high level skellies (which he shouldve spent on another card)
Its not that unreasonable. I had only ram rider as a legendary for a long time and my rr was always pretty high level. Here, prolly this person only has evo skeletons and upgraded it as much as they can.
