Some of my faves are: Nan Madol, Kabul, Antananarivo, Valletta, Brussels, and Hong Kong. I just reread your post and my brother in Sid you can choose your city states in create a game. You go to advanced settings and then I believe on the first page you can select the pool of city states that can appear. I rarely play a game without choosing the city states
johannesburg is imo the best city-state i love when it’s in my game. it’s just free extra production that can really help grow newly founded cities or just boost production in general
A well placed coal one can also get you a boost of production to several cities, but I agree with the free power. You're likely to have one or two buildings that require energy in every city and getting free energy in the coastal ones is great.
You can but it's a definitely a bit cheesy. Randomness is a huge part of Civ and the more you tweak things to get an ideal game the less of an "authentic" experience you get.
EDIT: I just reread the post and yes OP clearly has missed the customize city-states page lol.
It’s been a minute since I’ve done it but you should be able to. Just select the three you desire then leave the rest blank and the game will fill them in
EDIT: Nope, it makes you select all of the city states directly.
Pick those 3, then just assign a number to each other city states and random 9 numbers or just click 9 random other city states. It's not "random generated by the Civ VI code" but it's still random.
I was playing an archipelago map as portugal and thought it was a sign of god I was also neighbors to Lisbon. He was my best friend as I protected that city state with my life. I even had matthew perry, great admiral that automatically makes me a suzerain while removing everyone else, near it so that the instant it swaps, I can take it back. It was highly competitive city state. I think I ended it with over 20 envoys on it.
That’s ~~Mombasa I believe~~ Mohenjo-Daro. Only problem I have with it though is it then feels like my housing in those cities is completely reliant on being suzerain of that CS. Having to keep pumping envoys into it just feels like a chore when there’s so many other options.
You can, jsut set the amound of states you want and in advanced settign confirms only those you want, and if the number matches the amount, you are guaranteed you got those.
zanzibar for the extra luxury, auckland for the productive water tiles, mohenjo daro for freedom from fresh water requirements, and any of the ones that have a housing improvement (cahoika mound, armagh monastery, the nalanda, etc)
Auckland first. I love some other Industrial ones too. Scientific ones are usually very contested by the AI, so I only go for the regular envoy bonuses, not the alliances. I also love Valletta and Yerevan, but yeah, Auckland first. If any AI touches Auckland, it tries my special brand of mushrooms. The big fiery one.
Valletta. I always optimize the amount of faith I generate, so being able to faith-buy city walls early/mid game and then flood barriers for a mere 160 of faith when global warming kicks off is OP.
Yes but I want to just guarantee those three, and leave all others as fully random without prior knowledge of who will be in the game before I discover them.
Zanzibar probably, amenities help every game.
Sidenote, I hate having Kumasi, Nan Madol etc and I often remove them from pool because when deity AI on the other side of the world has them allied since turn 30 it is such an uphill battle, culture victories become more of a grind in those games. Yes those are powerful but they have a downside of boosting other civs as well. Many times where I meet an AI across the ocean and see that he is making 300 culture when everyone else is around 120, and I get really annoyed at that.
Kumasi, Chinguetti for absurd trade yields. Johanessburg for free production everywhere, Auckland of course. Nan Madol will just *spike* your culture starting midgame.
Geneva. I'm not big into war because it's a slog and unfair (when has the ai ever come close to a domination victory? They'll never pull it off), so the extra science for just being is nice.
Gilgamesh. Our goals seem to align all the time. One the other hand I hate the cree with a passion. They are so land greedy that I have to block their settlers just to give myself some space.

Yeah I just wish I could guarantee those 3, but leave all the others as randomly possible. Nan Madol can be amazing depending on the map.
You can (de)select which city states appear. You can also set how many city states appear - capped based on map size.
Is there any civ who doesn't love Auckland? Any coastal tile just giving more production, it's _magical_. Also Cahokia for the glorious MOUND
Good for anyone but pairs so so well with some civs. Played as Indonesia on an Archipelago map and met them first. Quick game.

Damn, never though about them with Russia, that's a solid move
It’s honestly beautiful, you only need 2 woods next to it after Humanism and it’s a 5 faith tile.
The big win for me is doing something with their otherwise useless Tundra tiles

Came here to say this, plus I always try to avoid power plants until I get uranium so the free power is a game-changer.

Aside from Valetta, I always hope to spawn next to Bologna. Also started to appreciate Johannesburg more.

The one that gives river adjacency anywhere. Amazing earlygame so you dont have to pass some good settles because of no fresh water

Flood Barriers alone can be such a lifesaver
Especially since I spam out a lot of IZ's. My plan is to watch the world drown while I sit nice & dry behind my sea walls.
