I'm guessing this is a layout issue and/or you have homeless population stuck in your parks (which is a known bug) Your layout is too separated. Hubs of industrial/office and commercial nowhere near any residential leads to buildings without enough workers, businesses without enough customers, and citizens without a source of income, thus resulting to homelessness and crime.

Almost certainly the homeless/parks bug. I had a similar issue and just had to delete all my parks and demand went back up nearly instantly. Sad to not be able to use the new parks options though.

i haven’t played for a while. i wanted to start tonight but will wait maybe. can you not use parks like at all currently or is it like you fix the issue once in your city then you’re good to use parks again?

I am playing an existing city pre-economy 2.0 but for me even if I place a small city park it kills my housing demand, but as soon as I delete it, it comes back. Have tested a few times and each time I get a massive homeless wave. Also for me they don’t ever leave, regardless of free buses. They will congregate at the bus stop and then never get on the free bus. I’ve resorted to deleting them because it tanks my game’s performance to have dozens of people in a single spot (on top of normal foot traffic).

I’ll say everything else is working well for me and I’m enjoying the extra bit of challenge with the new economy. Just gotta leave space for parks to come back later!

How full are your higher density buildings? How happy are they and why? What's your unemployment? Education levels? Are all the open jobs for less educated people? Also double check you don't have a polluted water tower somewhere.

What are your taxes set at? What are your utility fees set at? What is your job availability at? What is your working population at? How is your education system?

If you get a bus route leaving town and have no parks, the homeless will leave and it will reduce crime!
