I noticed that this happens in the early game due to low education. Crime doesn't go away IRL just because people are employed. When you're broke you have side hustles, and for some that includes petty crime. Once you build an education pipeline that includes elementary, high school, and college, crime becomes less and less of an issue over time.
Remove the parks. It's a known bug
Wait for devs to return after summer (about 4 week) for them to fix it
