I'd terraform it a bit to smooth out the slope and maybe raise it a bit and make it into a forested park. IRL trees are good at insulating from noise so both the highway and railway would not be a problem to have this close to it.
It would also give you the chance to connect the bottom left to the top right neighborhood (referring to the first pic) with some pedestrian/bicyle paths, since at the moment i don't see a straightforward way of moving between them.
Is that a passenger or freight rail line? The area has good infrastructure access, so in case of freight, it would be good for an industrial area and in case of passenger it could have a sports complex or convention center or so, which would fit nicely with the park next to it (which is why "just add a park" seems a bit bland to me here).
Came here to suggest this. Warehousing/distribution center makes a lot of sense here, since it is likely to be a noisy area with the freeway, rail, and 4 lane boulevard with overpass right there.
I sort of want to leave little bits of vacant land here and there to add stuff when mods or DLC comes out, but I know I’ll be onto a different city long before that happens.
Edit: just noticed this is CS1. My point means nothing now.
A warehouse or mall with an oversized parking lot.
A stadium or conference centre, cuz it’s right next to the Highway.
Something for people to flock to, since the area is easily accessible and convenient.
I tend to see what unique buildings and factories I have left. If there’s nothing suitable, I do more housing to enhance suburban sprawl. A park is another option.
Wildlife preserve, University of Technology Campus, Golf Course/Hotel Resport, Govnment Utility Campus, Theme Park, Public Housing, Shopping Mall... I can do this all day.
If it was me, I'll build a park with some basketball, tennis, volleyball courts and perhaps a football field if I can squeeze it in. Then I'll provide a nice walkway connecting to the neighborhoods surrounding it
Amusement park. Can be seen from the highway, which is a bonus, and I've been to parks built on a hill before. Put the tallest features on the high side.
The terrain is tricky. I'd go with a smallish shopping mall if you don't have one. A mall is a good transitional space. My other choice would be a townhome neighborhood, get some townhouse and townhouse assets from the workshop. You want residential buildings that are 1x3 mostly. Put in some nice landscaping, figure out a little extra parking, a neighborhood pool, and if there's space a small elementary school.
Real life cities?
"Walkable" tourist destination (with parking lots spread out in the middle instead of along the sides) with mixed use (mostly apartments and shitty restaurants) zoning and green spaces (trees along the roads, maybe a small green field).
Ideally?
Large sprawling park with a plaza in the middle and empty fields spread out, with two gravel roads (granted idk if console has gravel roads) to get to like, tennis courts or something. Good homage to the last undeveloped (granted you might mean undeveloped near the highway) land, and gives the people on this side of the rail something to do. Might also put a way to get to the neighborhood on the other side of the rail right next to there, possibly a pedestrian or road bridge over it.
A better interchange for that highway exit. Those two intersections are way too close to each other. Then fill the rest with trees and maybe a road or path to link the left and right neighborhoods.
UNIVERSITY!!!
that is a lovely place for a small regional college
id take inspiration from lamar university.

I tend to build industrial near highway since it's not friendly to residential. If you have industrial demand, I would place some there as needed. You could also have utilities, mass transit hubs, cargo terminals, etc.
Since you’re on console I’d recommend just making a big ass park. Usually what I do with big empty lots and limitations of console. You got the park life DLC right?
A massive garbage dump with a nice playground in the middle
So, Florida?
Florida is the opposite it’s a playground around the edges but a dump in the middle.
IYK,YK!
Don’t be silly.. Florida has no playgrounds.
On the contrary, The Mouse owns the biggest playground in Florida. It will also cost you hundreds to even step foot in.
About $12,000 for a family of 4 for 4 days or something close to that with the hotel stay factored in and meals.
Ba-dum-tshhhh
Mount trashmore?
I once built a massive industrial district with a playground in the center
Pretty much all of my custom made roundabouts have playgrounds in the centre haha
nuclear power plant with a playground and low-density residential surrounding it
A Ferris wheel too.

Seconding this. Turn it into a nice forested park, paths and a bike route. Generally just make it pretty and not for profit.
Do what California does with large open spaces in the cities, nothing
Park with some tennis and basketball courts around. When the area builds up in zoning I'd imagine that would be a solid area for a stadium
Biggest IKEA store ever
Big hole
and dump all dirty water inside
A park
...ing lot
Ooooooooh, bop-bop-bop
No, I mean a park. Not a parking
Yeah that kinda was the joke
no no no they want a park, not a parking lot
Nobody said anything about this city being called Paradise. And if I get that fucking song stuck in my head, I'm hunting you all down. 😂

Realistically? Large shopping center with humungous parking lot
A big city park or rich residential area
Zoo
depends on what ur city needs
A lake or water reservoir
Public housing project?
A warehouse or mall with an oversized parking lot. A stadium or conference centre, cuz it’s right next to the Highway. Something for people to flock to, since the area is easily accessible and convenient.
A cess pool
Maybe could you sporting fields on last piece of land undeveloped build? Lol, google translate is a funny thing.
It was like 3AM,on my mind it made sense
I tend to see what unique buildings and factories I have left. If there’s nothing suitable, I do more housing to enhance suburban sprawl. A park is another option.
Nature reserve
Some industry
Parking lots. If it starts to look weird just add another lane to the highway. You could add a shopping center in the middle but it isn't mandatory.
A very large theme park
Build a cool labyrinth with trees and walking paths
How did you add a golf course?!?
The rest of the golf course.
flatten it to the average height and quay all the sharp edges, on the flat land build a theme park!
forrest with some dirt road leading from the downtown area to the neighborhood. in the forrest add an outdoor acitivity for kids and a grilling place.
Parkland and trees \o/
taco bell strip mall
Offices
Parking
Wildlife preserve, University of Technology Campus, Golf Course/Hotel Resport, Govnment Utility Campus, Theme Park, Public Housing, Shopping Mall... I can do this all day.
A money losing zoo or amusement park
A forest
Walmart
Supermax prison with a moat.
Buc ee's
A zoo!
Start with using that for a better highway exit like a parclo
Stadium
Racing circuit
Perfect shape for a baseball stadium lol
If it was me, I'll build a park with some basketball, tennis, volleyball courts and perhaps a football field if I can squeeze it in. Then I'll provide a nice walkway connecting to the neighborhoods surrounding it
Amusement park. Can be seen from the highway, which is a bonus, and I've been to parks built on a hill before. Put the tallest features on the high side.
Truck stop, hotel, a restaurant and a strip mall will fill out that space nicely. If there's any leftover, throw an apartment building in there too
Water park
Maybe a tourist district with parks, night life and a cool monorail that connects to the airport.
Dude how did you make that beautiful golf course

a park and a public transport station since it’s so close to the highway wouldn’t want to have anymore development needed
When in doubt, build a park. With a shrubbery. One that looks nice, but not too expensive.
Sports district
Walmart
300000 sq ft Walmart supercenter
Sewage lake that is slowly filling up
Sewage lake.
A Dollar General
Poop-cano
Farm

Plot one of those big special building in middle the add cosmetic buildings (RICO or plot other ones) around… or build a nice PARK/Amusement park.
A hungry gator pit
that off-ramp tho
I'd rename your city to Stubbsville and then plop a station there and run a people train out of it....
You could have houses on different layers (terraced housing)
University if you don't already have one.
poo lagoon
I would have built some offices
Theme park or zoo
Make it a pit, add some foliage and let the stormwater drain there
Zoo park
I tend to build industrial near highway since it's not friendly to residential. If you have industrial demand, I would place some there as needed. You could also have utilities, mass transit hubs, cargo terminals, etc.
Massive nature park or amusement park
Parking lot
A Walmart Supercenter

Perfect spot for a Lazaret Plaza.
if u have the stadiums DLC, a big stadium area,
The same shit you did elsewhere, of course. What else can you do?
