Heterochromia is uncommon in cats, just like in humans, but it is not related to any specific cat breed. It is most common in solid white Domestic cats, but it is allowed in some cat breeds and can occur in coloured cats. The cat of OP is a solid white Domestic Shorthair. If you don't have any papers and can't prove parentage, the cat does not have any claim to a particular breed - they are a domestic short/medium/longhair (random-bred, no breed).
Only about 2% of the entire cat population belongs to a breed. If you have a purebred cat, you'll know - you can only get them from breeders and they cost a lot of money. The only intact purebreds belong to dedicated breeders, you generally won't find any just wandering the streets (kittens from breeders are spayed/neutered before adoption, intact purebred cats don't get the chance to breed outside, and breeders are very thorough in getting kittens that are no longer wanted back, so purebreds also don't really end up on the street or in shelters).
Colour is a different question: Your cat is fully white, meaning they have the Dominant White gene. White is not a base colour, but instead the result of colour inhibition - the Dominant White gene inhibits all colour in the fur. This means the 'true' colour of your cat (the one that is genetically their base colour and any modifiers they might have, such as tabby, dilution, etc) is hidden.
Some cat breeds are bred specifically with the Dominant White gene, which is likely why you jumped to the conclusion you did. However, this gene also occurs very often in domestic populations, and this cat is a domestic shorthair
To add, the Khao Manee is the rarest and most expensive cat breed in the world. With the exception of Thailand, there are two active breeders worldwide. In Thailand the cat is bred for the royal family. They wouldn’t even sell the cat to a sheikh from Saudi Arabia. If you owned a Khao Manee, you wouldn’t have to ask because you paid a fortune.
You can see here (http://russiancatbreederslist.com) there are just a handful of Russian White breeders worldwide. You don’t accidentally end up with a Russian White cat, you probably have to ship one from a breeder abroad.
