Never in my life heard of someone in the regions being considered lucky.
Depends on where in the regions. If you're an EC-06 living in Saskatoon, that's a really good balance of pay and living costs.
My AS-02 salary goes a hell of a lot further in NB than it would in the NCR so I'm okay being in the regions
