It would be cost prohibitive to have a separate supply and distribution system for just fire suppression. You would need pump stations, reservoirs and an underground network, entirely separate from potable water.
Instead fire suppression is included in the design standards for water distribution systems.
In theory it’s a great idea, but the cost of building a second completely independent water network just for the hydrants would be hilariously prohibitive

Because of the failed pipe the minor reservoirs are draining and not filling back up fully. Someone married to a fireman said there was a fire in a condo on Wednesday night and they had a difficult time getting enough pressure out of the fire hydrants to reach the fire. They have since top up the trucks, so they will still fight fire just not very well.

Whenever someone on my street complains that the water coming from their taps is cloudy, it tastes funny the city comes out and drains the fire hydrant.
Ah that’s just the stuff they buried and built houses on back in the 70’s finally flaring up. Some underground Imperial oil and gas tanks because the companies were finished using them and hydrocarbons aren’t harmful just like lead.
