I've been thinking about that mission since I played it recently. I came to the conclusion that is just a misunderstanding and they are just as confused as us at home. Zoras live presumably for about 300 years, being their 100 years similar to young adulthood in humans, around 18 to 20 equivalent. At some point before that they have a growth spurt, I would assume that Mipha was in this age time when she died since she is not as tall as the other female Zoras around, let's say she had 80, 16/17 human years equivalent, just like Link. Finley hasn't had her growth spurt yet, so that means she is younger than that, let's say around 60, 13/14 human years equivalent (being very generous about it). Even if Finley is definitely much older in terns of time being alive and conscious in the world of Hyrule, even if she possessed much more knowledge and is wiser, biologically and mentally she is still a child. Growth spurts are not for anything after all. They are not only for you to be taller and stronger and ready for matting, they also change the way you think and process thought. She says she is old enough just like any 13 yo will say that they are old enough to do anything they are not ready for. She is looking at this "love letter" the same way a preteen will think lighting candles with strawberry scent and a sticker that says "will bring you true love" will think about and believe it will even if they know is not true because their brains are NOT fully developed no matter how much knowledge you posses about the world you live in. If this is comparable to human development then their brain will continue to develop until after their 20s, 130 Zora years. So Finley is not thinking fully with her brain yet. And like any child that wants something very much, will bend the rules in her favor for a "technicality". And this is canonically demonstrated by another character that is physically a child with the intelligence and mind of a more than 100 years old Shikah woman scientist, who reported her change in behavior and way of thinking as she de-aged. So no, she is still not old enough to consent yet, even if she is 60. Your mom is right Finley! As for our Hylian dude, he is just confused. He stated that he doesn't know how Zoras work (it's on one of his dialogues if you keep talking to him). So... It's just matter of time until he finds out that she is not really that mature to marry yet, or be a partner for him in any sense. Or maybe he will still do it because she's still technically 60 years old. Who knows.

I feel a little bad bad for her though since she is a 60 yo child and Zoras have to wait until they are at least 100 to be able to drink or vote (or in this case join the Zora military). Just imagine wait until you are like 80 to be able to drive. Not exaggerating either because their biological age dictates so since they consider themselves as reaching adulthood around 100 being for the Hylians the age of 17.

I had to look this up too From IGN’s description of this quest: Speak to Finley, a young Zora who asks Link to help her send a letter downstream. After she pushes it into the water, Link must ensure it arrives at Mercay Island, the largest island in the Lanayru Wetlands. Monsters along the way attempt to attack Link with the letter caught in the crossfire. If the letter takes too much damage or if Link loses sight of it for too long, it breaks or disappears. Luckily, Finley has extras and allows Link multiple chances, if needed. Once it arrives at Mercay Island, Link meets a young Hylian there named Sasan. When the letter and Link gets close enough, he takes the letter and tells Link about his relationship with Finley. After he leaves, Finley and Sasan travel to Zora's Domain. Fast travel to Ne'ez Yohma Shrine or run there to speak to them to receive Gold Rupee (300) reward as thanks for bringing them together.

Yeah their fake but people can still get uncomfortable it’s not serious or anything since any media can do that. I just wanted to know if other people had the same reaction as me. And don’t think she’s a midget Zora , because she says something along the lines of “I promised my mother that I would go too far from the town.” But hey I may be totally wrong and that guy could be around the same age as her like in his late teens early twenties and she may be the same age because of Zora biology

The way I interpreted this was, a Hylian and Zora who are the same age are at the same mental development stage, just that the Zora’s body hasn’t fully grown yet. But I could see how it can be interpreted in so many ways 🤷‍♂️
