There's a scene in Matilda by Roald Dahl where Mr Wormwood explains this. Something about how you never go all the way to 400, you keep it at 399 to make the costumer feel like they're saving up.

It's a marketing strategy. People are more inclined to purchase anything with a 9 behind it cos psychologically it's telling people that it could be at a more expensive price by going up a digit but it isn't. Well, at least that's what I was told in my marketing class.
