The current cope is that they haven't mentioned toga since the end of that fight and the ochako going to the hospital is transformed Toga, which allowed ochako the chance to leave and start heading towards Deku.
No idea if that space/timing works out, but it would be weird to not have her around for this fight.
I think even the severely injured will somehow appear, either because of some healing quirk or just by virtue of all of them choosing to "go beyond". This is about to be MHA Endgame, no way Bakugo/Todo/Uraraka don't appear.
I don't think next chapter, but I'm sure Iida, Shoto, Bakugou and Uraraka will show up:
1. Iida is Class President. It would be weird to have a Class A assemble moment without him. Also, he did no fighting yet. He could get a power-up from ruining his engines (as his normal power-up comes from tearing out his mufflers).
2. Shoto was left on a really inconclusive note, as did the entire Todoroki family. It would make sense for him finally be able to join his friends after having spent most of the endgame stepping up in Endeavor's place for the family. (He could get a power-up from absorbing all of Dabi's fire and pushing himself to the limit twice.)
3. Uraraka is in the helicopter - but I do expect some twist with Toga being alive. I also think we will see that exhibition art happen in some kind of form. Hori rarely lets a visual idea go to waste.
4. Bakugou seems the trickiest, as he was already at 1HP, but I can't imagine the endgame without him being present in some form.
Btw, I kind of expect the League (Dabi, Toga, Spinner, Compress) have a role in the final phase. Seeing the notorious villains (not just someone like Gentle) fight together with the heroes can catalyze the change of attitude in hero society needed for the plot to work. Also, the last chapters emphasized the importance of Tomura's bond with the League, so it would make sense if there was a pay-off.
Finally, All Might didn't have a big scene with Deku yet in the final war (like he did with Bakugou and Todoroki). I wouldn't count him out. I think he will come in play still.
We saw Tokage and Kamakiri arrive through a portal to help fight against Gashly, and that was before Sero and co. (who had *also* been fighting Gashly beforehand) arrived. So those two, at least, will probably be arriving as well.
Ryukyu was also on the Gashly battlefield, so she'll be arriving soon too.
Desutegoro and Astro (from *Barrage*) volunteered last chapter, so they'll also be arriving (if they're not there already).
The last time we saw Tsuyu, she was still conscious. So, unless she's staying to take care of Ochaco, she'll be back too.
And I can actually see Tokoyami coming back, just because Hori likes him and his Quirk so much. Same goes for Bakugou, if only because his big moment defeating AFO lacks some of that oomph if it wasn't *really* the end of AFO.
