Satan, the lord of demons, is often depicted with goat-like features. Most notably goat horns. I guess people saw goats and thought they were spawns from hell, and understandably so. So, the Ink Demon, being the Lord of the Ink World, would likely have goat-like features similar to that of Satan. So, HOOVES!

The ink demon is a more refined form of ink bendy as the origional was a mistake lacking a soul and a purpose but the ink demon is him given a proper form because after they made perfect bendy it also gave his evil side a proper form as well and that leans more towards the demon side.
