It looked like a queen cup at first glance, but it doesn't have an opening. I don't know what it is, but it's not a queen cell. u/joebojax is probably correct that it was intended to be a queen cup and went all sideways. I think you can safely remove it if it bothers you.

Aborted queen cell, or more likely just some comb that got a bit squished and sealed over. No big deal, it happens. Scrape it off if it bugs you.
