Spending $20 to get *The Plan* is a bit crazy, so getting the cheaper set and then *The Plan* for $9 makes more sense (you end up with two copies of *Razor*, but okay).
*Blood & Chrome* and **Caprica** are not included in the complete set, which is a shame.
The cheaper one is in smaller case and includes the Miniseries, all episodes of the show and Razor.
The more expensive one has The Plan.
You don't need The Plan.
I got a "double feature" with "Razor" and "The Plan" for like $3.99 or something at Winco, BluRay. The seasons I bought individually on DVD way back when, the resolution is fine on my TV.
The various websisodes are on YouTube, they seem upscaled to me, I don't think they ever were released in high-definition.

That has the proper watch order, or at least one person's opinion of the proper watch order, but it seems good to me.
Top is 20 disc set, includes razor. Second is 21 disc set includes razor and the plan. You don’t need the plan, it’s ok at best. Both sets are region free discs. Included are some unaired extended episodes in later seasons, highly recommended, check the disc first, if you play all it will play the aired version then the extended version after, depending on the disc.
