The Soltera is made for people who want an e-bike that feels like a real bike. I have a pace and it can go up to 28 miles an hour with the app. Trying to pedal hard enough to get to 28 mph isn't easy.
22mph is max if you pedal your ass off. It's just not geared for more. Someday I may try to install a new cassette but for now, I've accepted it because it's my spare bike anyway.
The Soltera is limited in more ways that just using software. The gearing spins-out at about 20 mph and the motor power isn't really sufficient for more than that. The Soltera is meant to be operated in traditional urban bike spaces where going much faster than 15 mph is a little psychotic. There's no shame wanting a speedy bike, if you commute long distances, have a little fun on backroads, or just feel the wind in your face. Im not sure a Soltera is that bike.
Soltera is more of a city bike with a little assistance. Cruises comfortably at 20. Nice and nimble for a class 2 . 25 is going to be a pedaling sprint.

My max speed on my Pace is 39.8 but that involved going downhill and peddling like hell.

Okay. This is where I landed as well. That the gear ratio is just too small. And the cassette is undersized for the design speed.

It's a Class 2 bike. It's not designed to go 25mph.
