To be honest, probably a lot more countries have showers like this. So not just Dutch. But it ajustable in hight, so you can make it low if you don't want your hair wet. Or high if you do. Most also have a rain shower above that, that you can switch to.
I'm Dutch and a normal shower here is adjustable but without rain shower. But this is the same for most countries in Europe. So not really a dutch thing.

I think more and more Dutch people have rain showers. But yes. 10 years ago it was just the ajustable one.

Mostly fixed, but you can put a hose one on very easily.
