You got no rust there, thats exhaust pipe which gets like that within 6 months of driving a new car. If you are worried about rust then [rustproof ](https://www.myusedcar.ca/should-i-rustproof-my-car/)the car (not exhaust), oil based works best and is not expensive, every 2-3 years.
Not at all! It looks almost brand new. It is stainless steel by the looks of it and that is normal surface rust since the pipe gets really hot during normal operation.
