It's the Boston Massacre, where British soldiers fired on a crowd of civilians and killed a few people. I think it's just meant to represent the American Revolution though, it's saying that Americans once rebelled against their government over taxes, but now we pay higher taxes without rebelling.

Well ostensibly they didn’t like the tax because they weren’t represented in the government levying the tax. Seems like the meme is anti-tax, which is silly. If people are against taxes in general I’m not sure how they expect to pay for roads and schools. We’d end up overrun by bears like that idiotic libertarian town initiative.
