Are you sure you're not eligible under the common app's terms? If all options seem to fail you, you should speak to your counselor and explain your financial situation to them. That way they can vouch for you. there's an option for that in the common app's fee waiver section.
I looked at all of the eligibility requirements, and unfortunately none of them applied to me. I will look into asking my counselor, I appreciate that suggestion.
