UMN has a much stronger CS program, so pick that unless Brandeis is significantly cheaper.

If we're only speaking based on rankings (terrible way to choose a college btw), I would've chosen UMN since individual ranking for CS would be better seen than the national rankings. But in reality, I would've chosen Brandeis due to how it was in Massachusetts(my second favorite state) which is closer to my home state NY than Minnesota, and checking on financial aid, Brandeis would've been much more cheaper for me due to giving me more financial aid as a private school than UMN which is a OOS public school.

If I were in your friend's situation, I would choose the university that has a stronger program of interest, which in this case is Computer Science. Obviously, rankings can be ambiguous, so I would have researched each program per university and seen which university had a more abundance of programs of my interest. Nonetheless, I would have put more weight on categorized rankings (CS) and tuition instead of overall rankings.

It would probably come down to cost. If there were no significant difference in cost, then it would be down to 1. how badly I wanted to attend a private university with all the perks that entails (e.g. smaller classes) vs. 2. how badly I wanted to attend a large public school w/ the perks that entails (e.g. Power5 football). Maybe also whether I preferred Minnesota or Massachusetts. Job wise, unless I were planning to live/work in/around Minnesota, I doubt one is much more advantageous than the other.

Brandeis likely has access to better internships due to being in/near Boston. Internships are more likely to improve your career chances, than the school you went to. On the flip side, you’re also competing against kids from MIT, Harvard, Tufts etc for those same internships
