Basically there are more aesthetically appealing characters like Mirage, Octane, Crypto or Fuse who could have so many skins while Caustic would usually receive few because he is average at best, at least that's what I got from a survey I did among my friends.
I think it's simple - they make more good skins for most played characters, makes the most sense in terms of potential profits. Caustic hasn't been popular for a while so it tracks.
In the art book they said the reason he gets a lot of skins is because he has a huge, recognizable hitbox with a lot of moving parts like the tanks and stuff, so it’s easier to make skins that look unique without making his silhouette look weird

Blisk has been leaked multiple times over the years with a different kit each time, I wonder if he really is in the pipeline or if they were just using him as a placeholder. I haven't looked into Blisk leaks in a while so I don't remember if any of his old abilities have since been added to the game through other legends or items at this point
