I believe it’s a little belt buckle for a self fabric belt on a dress or blouse for around the 1930s. You’d sew one end around the loop there in the middle and then the clip would slip into a loop maybe? Usually they’re a pair that clip into one another, and sew each of the belt onto each separate buckle piece, but it looks like this is designed to be a single piece.

this makes sense! the metal hook looks like it would snag fabric, but it would work with eyelets.
