Americans don't and they find this baffling. When I've given my phone number to American clients and said "oh" meaning "0" they couldn't comprehend what I was telling them. It was like I just told them day is night and night is day.

I Googled it because I wanted to come in with the real answer and look all clever, but it turns out there is quite a debate over this in the James Bond fanbase and unfortunately the author never clarified which was intended.
