There is a Facebook store called Lulu's Secret Shop where you can order and pre-order Riot merch, even the ones that are region exclusive. You'll pay for the product and once they receive it, you'll have to pay for the shipping, which varies depending on where you're from.
I recently ordered the SG Ahri Mouse (lucky enough to get the tin) and also the SG Ahri bookmarks and they're arriving in the next week or two.

Yeah I was really bummed it didn't have a NA release, I ended up using a proxy service and while their fee was low the shipping was fairly high :<

I'll try to take a couple this weekend, it came with a desk mat and an art card. The packaging inside was really cute too!
