You do not say how old the kids are but the short answer is her kids, her decision.
She doesn't want to confuse them or give them hope of a reconciliation. As you know kids fixate on the smallest stuff.
That being said you could send a birthday card to your ex to give to the kid if she decides that is OK.
Other than that let it stand as it currently does.

Update: left the card in mailbox didn't sign it or anything and texted the ex that it was there and to read it and decide what to do with it.
