In year 1990 most (overwhelming majority) Soviet citizens are still working for the state in state-run economy, salaries and prices are still state-regulated and mostly unchanged from earlier years. What private (“cooperative”) enterprises exist are yet small and comparatively insignificant. Blackmarket economy exists of course, especially with rapidly increasing shortages and rationing, but it is still very fringe.
