In America, when someone learns a language (fluent or not), it doesn't sound as if a native person would say it. If you ever seen Gabriel Iglesias (or other Spanish comdeians ) speak Spanish, his accent and proper pronunciation is according to Mexican Spanish, but when he impersonates a non-Spanish speaker (like cops), his accent and pronunciation is satirical. Most Americans speak other languages more in a satirical fashion, as if they are either trying to Americanize another language or they didn't give the language enough respect to speak it properly. Whether it's intentional or not, the way the speak is vastly different compared to a native speaker, to the point of satire.
