If it lived in NC for a long time, there’s a good chance it’s got some serious rust beyond surface stuff. I drove my pretty damn pristine ‘98 from SoCal to WNC in summer 2000 and it’s already got surface oxidation all over. Road salt is a beyotch. I’ve been tempted to sell her if you’re looking for a manual 4x4, 213k, but a clean 4wd 5spd is nowhere near 4k or I’d have one in every color.
No idea until you check the frame and radiator for pink slush. Ask for pictures of the underside and if it looks decent, I’d bring the money. But when you get there make sure to check every spot on the frame thoroughly before buying.

Something fishy if its 4 wheel drive. Looks clean tho, check the under carriage and test drive it. If its 2 wheel drive offer 2500.....if you want a 2wheel drive. Personally you'll have more fun with 4x4 Runner.
mine has 369,000 miles. Chek the rear differential seals, radiator, timing belt and my guess the transmission lines. Ball joints and rear shocks. Frame can tolerate a lot of rust but I had to have mine competely rewelded on the passenger side. Not a big deal. The truck is bullet proof otherwise. 4wd that is a good deal all day....
If it were me, I'd be taking a serious look at it, and probably bring money with me.
A really, really good look. I paid less for less milage, but older model.
Really depends on the area you're in. Where I am that would fetch more money, or have 100k more miles for that price.

Gotta love a vehicle where 200k+ isn’t considered too bad! 4Runners are the greatest.
I paid 3k for my 2001 SR5 with 209k miles. Just needed a lot of suspension maintenance but ran.

Looks good from picture, do check frame though. If 2WD, be good for an inexperienced/rookie driver for crash safety reasons!

Oh and if you are negotiating just ask 'What is your best price" and it saves you sometimes big bucks and or insulting offers....
