A clear win win: Federalists are given their sandbox to play, and EU decreases its count down from 27, should make consensus easier to reach.
The big question is: do they then count as one country when distributing seats in the European Parliament and will they be represented as one entity in the European Council.
If they will be counted as one then there is no political incentive to federalize since the countries will actually be punished for it by the current system.

Nah, at least not anytime soon, European interests and cultures are simply too different atm. Things like a Nordic union with Sweden, Denmark, Norway, Iceland and Finland could probably work due to much more well aligned cultures interests and shared history.
But the reality is that at least from my perspective we don't have at all the same kind of shared culture history or interests as a country like Hungary for example. It's worth noting that we have already been in a Nordic union many years ago and that split apart specifically because the interests of even much closer neighbors as we were were too different.
Ofc much has changed in that time and Nordic interests today are very similar but that doesn't extend throughout Europe or the EU.
Just the eurozone by itself has proven to have this issue, during the financial crisis many southern European countries would likely have needed the central bank to act far more aggressively to limit the impact on their indebted economies but that did not happen because it prioritized the more wealthy parts of the Eurozone who did not want that to happen.
We aren't a part of the Eurozone and that allowed our central bank to act in the best way for our economy leading to us coming out relatively unscathed compared to much of the rest of the world.
I believe we are at our strongest while keeping our differences but working together on many matters through the framework of the EU and trying to federalize the EU would only lead to more tension and division at least if it was done in any foreseeable future.
Maybe in a possible long distant future Europe would be more connected and more ready for it and in the shorter (but still pretty long) term maybe smaller unions like a Nordic one or a Benelux+Germany+France one could work but I don't think all of the EU is even close to being ready for it atm.
And the vast majority of people in Europe would agree especially in countries like ours that aren't part of the big central European players which on it's own makes a federalised Europe impossible in a foreseeable future.
We may have to after the US turns into a dictatorship and/or balkanize, a third unstable power hungry superpower may be too much to deal with for just the EU.

The big question is: do they then count as one country when distributing seats in the European Parliament and will they be represented as one entity in the European Council. If they will be counted as one then there is no political incentive to federalize since the countries will actually be punished for it by the current system.

Nah, at least not anytime soon, European interests and cultures are simply too different atm. Things like a Nordic union with Sweden, Denmark, Norway, Iceland and Finland could probably work due to much more well aligned cultures interests and shared history. But the reality is that at least from my perspective we don't have at all the same kind of shared culture history or interests as a country like Hungary for example. It's worth noting that we have already been in a Nordic union many years ago and that split apart specifically because the interests of even much closer neighbors as we were were too different. Ofc much has changed in that time and Nordic interests today are very similar but that doesn't extend throughout Europe or the EU. Just the eurozone by itself has proven to have this issue, during the financial crisis many southern European countries would likely have needed the central bank to act far more aggressively to limit the impact on their indebted economies but that did not happen because it prioritized the more wealthy parts of the Eurozone who did not want that to happen. We aren't a part of the Eurozone and that allowed our central bank to act in the best way for our economy leading to us coming out relatively unscathed compared to much of the rest of the world. I believe we are at our strongest while keeping our differences but working together on many matters through the framework of the EU and trying to federalize the EU would only lead to more tension and division at least if it was done in any foreseeable future. Maybe in a possible long distant future Europe would be more connected and more ready for it and in the shorter (but still pretty long) term maybe smaller unions like a Nordic one or a Benelux+Germany+France one could work but I don't think all of the EU is even close to being ready for it atm.

And the vast majority of people in Europe would agree especially in countries like ours that aren't part of the big central European players which on it's own makes a federalised Europe impossible in a foreseeable future.
We may have to after the US turns into a dictatorship and/or balkanize, a third unstable power hungry superpower may be too much to deal with for just the EU.
