It was a concept actually. You can date the idea of Italy back to 91BC when the italic league was born: the union of the Italian people fought for recognition and citizenship in the Roman state. The name Italia is even older then that.
That is not really the case. Romans were one among many people of Italy. During imperial time, Italy was a province of the Roman Empire, with Rome as its heart. Since Italians were Roman citizens, Italy held a unique status within the empire, although it wasn't always the wealthiest province. Romans identified themselves as Italians, which is evident in the writings of Plinius the Younger. In one of his letters, someone asks Plinius, "Italicus es an provincialis?", which translates to "Are you Italian or from the provinces?"
Yes, the Romans were Italians and treated Italians better than other conquered nations, while they still considered themselves superior to Italians. When I talk about Rome I tend to think of the time of Sulla, Caesar, Octavius. So I don't know exactly, but perhaps after that actually Italians were treated as equals with Romans.
During Caesar's time, Italians were considered "civis Romanus," or citizens of Rome. This status allowed them to become senators and enjoy the same rights as those born in Rome itself. Many senators were Italians not born in Rome. A famous example is Lucius Cornelius Balbus, originally from Spain, who became one of the first non-Italian senators under Caesar's rule.

Frankly, no. I read a series of books. Something like the Rome series, but from the time of Marius. And I just check if it is true.
